The officer located the man, a 19 year old Oakland resident, and observed him to have obvious signs of intoxication.  Ptl. Fiore’s investigation revealed that the man was under the influence of alcohol and/or a controlled dangerous substance.  He was transported to a local hospital for evaluation where blood and urine samples were obtained.  He was criminally charged with violations of being under the influence of a controlled dangerous substance and disorderly conduct.  Additionally, a borough ordinance violation was issued for being under the influence of alcohol under the legal age.  He was later released on his own recognizance and given a date to appear in the Oakland Municipal Court. Docwra conducted a motor vehicle stop on Grove Street after observing the vehicle fail to stop at a stop sign on Nielson Avenue .  As the officer approached the car he immediately detected the strong odor of an alcoholic beverage emanating from the passenger compartment.  Several unopened cans of beer were also observed on the floor behind the driver’s seat.  The 18 year old male driver was asked to perform some standardized field sobriety tests after the officer determined that he had consumed alcoholic beverages earlier in the evening.  After failing to successfully complete these tests, the man was arrested and transported to headquarters where he consented to giving samples of his breath for chemical testing.  He was issued motor vehicle summonses for driving under the influence of alcohol and driving under the influence of alcohol under the legal age.  Criminally he was charged with the possession of alcohol under the legal age for the cans of beer located in his vehicle.  He was released into the custody of a responsible adult and given a date to appear in the Oakland Municipal Court.
